You'll need galactic wonders to build the others. Certain megastructures need certain systems. A Ring World for example can only be build in a single star system. A dyson sphere the same. Certain stars like pulsars arn't valid and so on.This is because, as you noticed, alot of the stuff added by Gigastructural Engineering requires 4 or 5 ascension perks total. Now, to answer your question, there is no point in delaying your ascension perks. You can't repair megastructures until you get a late game tech anyways, that being Mega-Engineering.
