Loot spawning is now completely disconnected from server restarts.It's also dependant on the platform. DayZ will typically bring PC servers offline first, do what needs doing, and then bring console servers offline for their maintenance downtime. The issue you're probably running into is the fact you're playing on modded servers. I run a couple servers, one modded and one Vanilla, and I can tell you that the more mods the server is running, the less stable it is.
